Hong Kong's Office of the Telecommunications Authority says the government has decided to invest HK$200 million in the coming two years on the construction of Wi-Fi facilities, which will be provided to users free of charge.

OFTA also introduced the general situation of Wi-Fi construction in Hong Kong. PCCW has set up and maintained some paid public telephone booths in Hong Kong, causing other fixed telephone operators to acquire authorization and sign agreements with PCCW before using these booths to provide Wi-Fi services. OFTA suggests that these operators also pay fees to PCCW for using these telephone booths.

As of January 30, 2008, there were 4144 registered Wi-Fi hotspots in Hong Kong, of which 1960 were provided by PCCW.
